Reasons for which archival location upgrades are not supported.

Value	Description
CLUSTER_CONTAINS_GOV_CLOUD_LOCATION	The cluster has a government cloud location registered.
CLUSTER_VERSION_NOT_SUPPORTED	The cluster version is unsupported.
NOT_APPLICABLE	The upgrade status of the location is other than UPGRADE_UNSUPPORTED.
RSC_MANAGED_LOCATION	The location is managed by RSC.
UNKNOWN_REASON	There is some unexpected error.
